@Looonts If its fat you’re carrying on your thighs, you want fat loss. Spot reduction of fat is absolutely a myth, so you want to reduced your bodyfat, with whatever method you like. If you have thick muscular thighs you may want to stay away from weight lifting exercises for your legs, and whilst these are very good for fat loss, they will undoubtedly give you more muscular legs. But if done with a weight that isn’t too heavy, you may find a good compromise b/w fat loss and the “toned” look.
